Emergency Planning Committee

The Lincoln County Local Emergency Planning Committee (LEPC) is made up of citizens from each community within the County and its agencies.
The membership includes Federal, State & Local officials, Emergency Fire & Medical Responders, Health Care Workers, Law Enforcement Officers, 911 Dispatch, Search & Rescue Members, Media Personnel, School Officials, Utility Company Personnel. This committee is responsible for input, review and approval of all aspects of Emergency Planning within Lincoln County. The LEPC meets quarterly with meetings held on the 2nd Thursdays during that quarter.

There are four (4) sub-committees within the LEPC which contribute to specific areas of emergency planning:

LEPC Committees

  1. Planning/Review Committee
    Have the responsibilities which may include, at a minimum: Developing and assisting in the review of the Emergency Operations Plan; Reviewing the site-specific Hazardous Materials Response Plans submitted for each facility with Extremely Hazardous Substances (EHS’s); and Reviewing and updating the Emergency Operations Plan yearly
  2. Public Information & Social Media
    Have the responsibilities which may include, at a minimum: Writing and publishing public notices; Establishing an information retrieval system; Performing citizen/neighborhood outreach to inform them of plans and other valuable information.
  3. Emergency Response
    Have the responsibilities which may include, at a minimum: Developing emergency response procedures for local government personnel that may be utilized in emergency response; Establishing local Incident Command System procedures to strengthen and coordinate local government emergency response.
  4. Training & Exercise
    Have the responsibilities which may include, at a minimum: Conducting a training needs assessment; Requesting training grants available through the Disaster and Emergency Services and other sources to provide needed training; Coordinating training programs; establishing an exercise schedule.
